Justin Fulcher Brings Execution-Focused Philosophy to Complex Institutions

In an environment where founders often compete on narrative, Justin Fulcher has made a consistent bet on something less visible: the quality of execution inside difficult systems. That bet has defined his work from a telemedicine startup operating across Asia to advisory roles inside the U.S. Department of Defense.

What It Took to Build RingMD

Fulcher co-founded RingMD in 2013 at age 21, entering a market that required patience with complexity. Asia’s healthcare access problem was well documented: mobile connectivity had extended further and faster than medical infrastructure, leaving large populations without reliable pathways to physicians. The gap was real and the technology to close it was available. What was missing was a platform built to work in the actual conditions of those markets.

RingMD was built for low-bandwidth environments, uneven infrastructure, and regulatory frameworks that differed by country. The company grew to operate across multiple countries and earned Fulcher recognition on Forbes Asia‘s 30 Under 30 list in Healthcare and Science in 2017. He has described the motivation plainly: healthcare is one of those things that affects everybody, and its absence compounds other disadvantages.

The Same Philosophy at the Department of Defense

When Justin Fulcher joined the DOD in 2025 as a Senior Advisor to the Secretary of Defense, the challenge was structurally similar even if the scale was different. Defense technology procurement had long been characterized by timelines that made modern systems obsolete before deployment. Justin Fulcher advisory work contributed to reforms that moved software acquisition cycles from years to months.

In a LinkedIn essay on public service, Fulcher summarized his operating framework as execution over narrative, accountability over optics, and durability over speed.
